HONG KONG: The UK FCO reports that protests are probably the evening of 31 October.

Starvation - Zambia: More than 2 million persons are on the brink of starvation according to the Zambia Red Cross due to severe drought.

Philippines: A 6.5-magnitude earthquake hits Mindanao morning of 31 October. The third earthquake in recent weeks. Government is running out of engineers to determine safety and stability of buildings.
United States - California - Wildfires: The California wildfires continue to roar necessitating loss of electric power for much of northern California. FEMA reports that 281 cell towers are offline, and another 967 are running on generators (up 371) from yesterday.
The National Weather Service has issued an EXTREME RED FLAG warning due to fire risk for Santa Monica and Los Angeles county.

Shelters in proximity to the Kincade, Getty, Easy and Hill fire are open, though the number of persons taking advantage of such is low.
