Tourism to Hawaii is what wheat is to bread, an essential ingredient. Since the onset of COVID, the state has judiciously put in place a protective regime, designed to keep the citizens of Hawaii COVID free.
At this time, travelers to Hawaii who are not going to a family residence, are required to quarantine for 14 days at an approved hotel/motel - and they are serious about the quarantine - leave your room and be fined!
This has dissuaded many from traveling to Hawaii, as few wish to see the island paradise via their hotel’s view, even if it is a wondrous tropical garden - 14 days in a hotel room gets old quickly.
And no, AirBNB or other shared accommodations are not permitted.
The solution, which was to start 01 August 2020, but now is scheduled for mid-October 2020 is for travelers to be tested within 72 hours of travel to Hawaii. Those who test negatively will be allowed to proceed directly to holiday. Those without tests will be invited to a hotel for 14-day quarantine.

Governor Ige noted, the cost per test is expected to be approximately $140/each, which would put a sizeable hit on a family’s travel budget.
Ige said the key details must still be worked out, including the specifics on how the state would confirm that a negative test is valid and taken within the required window. The state did say it is contracting with CVS and Kaiser Permanente to offer the tests at the traveler’s expense.
