The United States Embassy in Moscow, Russia issued a “Security Alert for U.S. Citizens in Russia” on 27 September 2022. The Alert advised, “U.S. citizens should not travel to Russia and those residing or travelling in Russia should depart Russia immediately while limited commercial travel options remain.” For those who remain, the Embassy suggests that you have a contingency plan that DOES NOT RELY on the U.S. government to assist.

The Department of State’s Russia Travel advisory Level 4 and is stark: “Do Not Travel and Leave Immediately.”
Do not travel to Russia due to the unprovoked and unjustified invasion of Ukraine by Russian military forces, the potential for harassment against U.S. citizens by Russian government security officials, the singling out of U.S. citizens in Russia by Russian government security officials including for detention, the arbitrary enforcement of local law, limited flights into and out of Russia, the Embassy’s limited ability to assist U.S. citizens in Russia, COVID-19-related restrictions, and terrorism. U.S. citizens residing or travelling in Russia should depart Russia immediately. Exercise increased caution due to wrongful detentions.

The Embassy’s security alert continues
On September 21, the Russian government began a mobilization of its citizens to the armed forces in support of its invasion of Ukraine. Russia may refuse to acknowledge dual nationals’ U.S. citizenship, deny their access to U.S. consular assistance, prevent their departure from Russia, and conscript dual nationals for military service.
Commercial flight options are extremely limited at present and are often unavailable on short notice. Overland routes by car and bus are still open. If you wish to depart Russia, you should make independent arrangements as soon as possible. The U.S. Embassy has severe limitations on its ability to assist U.S. citizens, and conditions, including transportation options, may suddenly become even more limited.
